A welcome pack is meant to answer the questions a new client will have, so they do not have to ask. In practice it is a PDF that gets skimmed once and the questions arrive anyway.
That is not because clients are careless. It is because the pack answers questions in the wrong order and at the wrong time.
Keep it to what somebody needs in week one: who to contact for what, how to reach you and how quickly to expect a reply, what happens next and when, and what you need from them first.
Everything else — the process detail, the tooling, the review flow — is better sent at the moment it becomes relevant.
A short walkthrough of the review process, sent the day before the first review, is read. The same content in a welcome pack three weeks earlier is not.
That timing is the whole difference, and it costs nothing but sequencing.
The person who signed rarely does the work. Whatever you send has to make sense to a colleague who was not part of the sale and got it forwarded with no context.
It should also be reusable across clients with a changed name, or you will stop making it after the third one.
